Crest Nicholson is delivering the Highlands Park development in Henley-on-Thames.
Phase 2 of Highlands Park and a concurrent Phase 1 Minor Replan are allocated in the adopted Joint Henley & Harpsden Neighbourhood Plan Review.
Crest is bringing forward proposals to deliver upon this allocation.
Following a public consultation in July 2023, Crest has continued to develop the plans in response to the feedback received and has now submitted two planning applications to South Oxfordshire District Council:
- One application for the Southern Field Infrastructure (comprising a relocated play area, and storage/toilet facilities and 22 parking spaces for the Phase 1 sports pitches). This application can be viewed on the Council’s planning portal here: Planning Application 24/S3952/FUL
- One application covering Highlands Park Phase 2 and the Phase 1 Minor Replan. This application can be viewed on the Council’s planning portal here: Planning Application P25/S0209/FUL

110 new homes, 40% of which will be affordable housing
Land for 20 homes to be managed under a Community Land Trust
Land for a new home for the Chiltern Centre
Relocation of employment provision from Phase 1
Relocation of the community centre from Phase 1
Land for Henley Town Council Park Department’s Depot
New foot and cycle paths linking to the Town Green and AONB
PHASE 1 MINOR REPLAN:
Community centre and employment move to more prominent Phase 2 location
Replaced with 21 new homes
OUR PROPOSALS FOR SOUTHERN FIELD INFRASTRUCTURE:
A relocated play area comprising a range of play equipment and natural play features catering for different ages
Storage/toilet facilities for the sports pitches
22 parking spaces next to the pitches

Henley Town Council’s Highlands Park community centre consultation
Henley Town Council is considering whether it wishes to own and manage the new community centre at Highlands Park and, if so, what the best use or uses of the building might be.
The Town Council is running a consultation about this. Your feedback will guide the building’s design and function if the Town Council takes ownership. The closing date for comments is Friday 3rd January.
